Will Chandigarh Police Now Investigate Haryana Rajya Sabha Poll Controversy?
Even as the first Rajya Sabha session following the Haryana Poll Controversy that happened on June, 11,2016 has been convened, Chandigarh police seems to be dragging its feet as the investigation in the complaint filed by Indian National Lok Dal (INLD) candidate RK Anand has hardly moved forward.

Even as the first Rajya Sabha session following the Haryana Poll Controversy that happened on June, 11,2016 has been convened, Chandigarh police seems to be dragging its feet as the investigation in the complaint filed by Indian National Lok Dal (INLD) candidate RK Anand has hardly moved forward.

INLD candidate RK Anand, who had lost the Rajya Sabha elections, had alleged that the elections were rigged as part of a conspiracy by allegedly changing the pen in the voting hall premises that helped independent candidate Subhash Chandra win the polls as 12 votes belonging the Congress party, who voted in favor of RK Anand, were declared invalid. On June 21, RK Anand along with state Congress leaders sat on a protest outside the Sector 3 police station in Chandigarh. Anand had alleged that the police is not acting on his complaint against Subhash Chandra and MLA’s Jai Prakash and Aseem Goyal.

The election to the Rajya Sabha for the state of Haryana took place from 9 am to 4 pm on June 11. RK Anand has alleged that there has been a criminal conspiracy to get 14 votes rejected which belonged to the Congress and in furtherance to the conspiracy a sketch pen was planted by BJP MLA Aseem Goyal. The video footage of the election process procured by Anand clearly indicated that Aseem Goyal took nearly one minute to mark his ballot and in the process he switched over the pen and replaced with a similar sketch pen and by the time another conspirator Jai Prakash entered the voting premises and during voting switched over the original pen with in place of the replaced pen.

Anand has also alleged that there is a proximity between the returning officer and Chandra as they had exchanged a number of calls in the late hours of June 10, 2016, a day before the polls were to be held. Besides both are touch with other through landline phone at home and office.

During the voting process on June 11, Jai Prakash, an independent MLA, entered after 13 Congress MLA’s had already cast their votes and he changed the replaced pen with the original pen. In the process 13 votes were rejected by the returning officer on the ground that ballots have been marked by a pen other than the pen  provided by the returning officer. All the 12 ballots were marked by one royal blue pen except one which was blank.

Anand has alleged that forgery and fraud has been committed by Subhash Chandra in a conspiracy with Aseem Goyal and Jai Prakash. The FIR has been filed with the Inspector General of Police, SSP at Chandigarh but so far no action has been taken. The fact that 13 votes of the Congress were rejected and an independent candidate having only 15 votes was declared winner while RK Anand had 33 votes in his favor, but in an unprecedented incident, 15 per cent of the votes were rejected.

The whole election process has been vitiated by fraud and various offences have been committed by which the political system has been subverted. The whole election process has been derailed as Subhash Chandra has got himself elected through manipulation and illegal means. This is the first case in the history of the country where  13 votes have been rejected in pursuance of a fraud and in furtherance of a criminal conspiracy, RK Anand said.
