Bhagwant Mann’s Video Controversy: Developments

  • 12 minutes video, which AAP MP Bhagwant Mann posted on social media on Thursday, showed him travelling past security barriers on the approach to Parliament, the gate used by vehicles belonging to Parliamentarians and even the inside of offices on the premises.
  • In the video, Mann gives a running commentary as his SUV crosses security check-points while entering Parliament. “Today I’ll show you something you have never seen before,” he says.
  •  After entering Parliament, the MP walks into a room where questions are elected for Zero Hour and describes the process to his “viewers”.
  • Mann said, “My people accuse me of not raising their issues in the house. When I told them that questions are decided by a draw of lots but they did not believe me,”
  •  The Lok Sabha (LS) Speaker on Friday summoned and chastised AAP MP Bhagwant Mann for his video of a day earlier, which breached all of Parliament’s security protocols.
  •  A notice of privilege against Mann had also been given to the Lok Sabha Speaker by BJP MPs Mahesh Giri and Kirit Somaiya.
  •  His film includes access to the room where questions are selected for Zero Hour which starts the proceedings every morning. A security guard urges him not to film the area.
  • Parliament is a sensitive and top-security zone since 2001, when it was attacked by terrorists who drove up to the main building and opened fire. Nine people were killed in addition to the five terrorists of the lashkar-e-taiba.
  • Since then, strict rules determine what parts of Parliament can be filmed by the press or others.
